According to the Sacramento Police Department, 56-year-old Jimmy Shao called 911 over 100 times in the past month with 60 of those calls making it to police dispatchers.

Apparently that’s a no-no, as officers arrested Shao Monday night, in the vicinity of U Street, after receiving a 911 disturbance call. He was charged with falsely reporting emergencies and placing harassing calls to 911.

According to what appears to be Jimmy Shao’s website, this all may have started a number of years ago. Shao states in a blog post dated May 1 that he contacted the FBI back in 2007 “as a concerned citizen.” Shao suspected a college alumnus of being a high level Chinese spy who was traveling between the United States and China.

That was when it all fell apart for Shao, as he rambles on about the FBI watching his every move. In one blog post he writes, “My blackberry cellphone was burned through satellite after I complained numerous times to FBI agent that it would constantly flash.”

In his most disturbing revelation he wrote, “I suddenly felt strange movement within my body, and felt my brain, my chest, my neck, my heart and my nerve system being scanned by the satellite when I woke up at midnight in early October 2009. I suspected our government secretly using satellite technology to test on my body, and soon proved of my suspicion that my body and brain were totally controlled by the satellite on the evening of October 18, 2009.”

It appears from one of his posts that he’s been sending letters to numerous officials about his circumstances including, Congresswoman Doris O. Matsui, Congressman Tom McClintock, Senator Mitch McConnell and Senator Dianne Feinstein.

911 Reminder:

911 is meant for emergencies only, and no, getting Fluffy out of the tree is not an emergency worthy of 911.

Teaching your kids how to dial 911? Don’t show them by actually dialing 911 on the phone.

Keep your local law enforcement’s non-emergency phone numbers on-hand for those times when you do need assistance with Fluffy.

10-year-old killed may have been targeted

Sacramento NewsAccording to the Sacramento County Sheriff’s Department, the shooters who killed 10-year-old Elvira Campos while she was sitting in her living room, may have been targeting the young girl.

Investigators believe the two gunmen were able to see through a window looking into the living room before opening fire through the window and a door, killing Campos.

“She was viewable through the window, and based on the proximity of the shooter, no doubt they knew they were shooting a child,” Sacramento County Sheriff’s Detective Jeff Wallace told CBS13.

Sheriff’s spokesman Sgt. Jason Ramos told the Sacramento Bee the killers who targeted the house could see who was watching TV in the family’s living room because there was plenty of ambient light.

According to the Sacramento Bee, the window that was fired through was barely a foot from the back of the girls head.

“The shooters standing outside the front door absolutely knew they were shooting into a room with a child sitting on a chair on the other side of the window where this guy pumped four rounds into her,” Ramos said. “This was especially callous. There was no regard for the child’s life.”

Homicide investigators are looking into the possible connection with the shooting of 10-year-old Eric Raya-Ramirez while he was attending a birthday party on April 20. Ramirez was shot five times. Ramirez survived the shooting.

The two homes involved in the shootings are about a mile apart.

“We have nothing definitive to establish a connection, but that may be why Elvira’s family could have been targeted, the mentality being, ‘You got our family, we’re going to get yours,’ ” Ramos said.

According to Ramos, Elvira or her parent’s 47-year-old Ernesto Campos and 45-year-old Imelda Tinoco were not involved in any activities that would have made them a target.

Anyone having information regarding this incident is asked to contact the Sheriff’s Homicide Bureau at (916) 874-5115. Tip information may also be left anonymously at www.sacsheriff.com, by texting to 274637 (CRIMES) and entering the keyword SSD, or by calling (916) 874-TIPS (8477).

10-year-old shot killed in North Highlands

Sacramento NewsSACRAMENTO, CA – A 10-year-old girl was shot to death and her parents hospitalized after gunmen went to the front door of the girls home and fired shots into the home, this according to the Sacramento County Sheriff’s Department.

The shooting occurred in the 6300 block of Channing Drive in Citrus Heights. The parents were in the house with their daughter and her 14-year-old brother when, at approximately 10:30 p.m., the gunmen came to the door and opened fire, killing 10-year-old Elvira Campos and injuring both parents, after firing at least a dozen rounds into the home.

Elvira’s parents, who are both in their 40s were transported to a local hospital with minor injuries.

Elvira was watching television in the living room of the home when the attack occurred. The bullets penetrated the outside of the home with visible bullet holes in the front window and door, ultimately hitting her as she was  sitting in a love seat facing the television.

According to investigators Elvira has two older brothers, a 14-year-old who was home at the time of the shooting, and a 20-year-old who was not home at the time.

It’ unclear how many shooters were involved. Sacramento homicide detectives and CSI were combing the scene for any evidence.

Sheriff spokesman Jason Ramos stressed this was not a drive-by shooting, but the home was targeted by the gunmen as they walked up to the house and shot inside.

Ramos added that the family has not been forthcoming with information and believe there is more to the story then the family is telling.

Detectives believe the shooting may be gang related and it appears one of the family members has ties to a gang.

In a separate, but possibly related shooting, a gang member was shot multiple times at a nearby location. The 32-year-old victim in that shooting is expected to survive. Official believe the two shootings may be related.

SACRAMENTO, CA – On Thursday the Sacramento County Sheriff’s Department arrested 27-year-old Cedric Holland for last Saturdays attempted kidnapping of a 7-year-old girl. It turns out Holland was arrested in 2006 for Lewd and Lascivious Acts on a Child.

The 7-year-old girl was lucky enough to get away from Holland, as he threw the little girl into his trunk and took off down the street. The girl was able to jump to safety from the open trunk before Holland made it out of the area.

According to the Megan’s Law database, Holland was arrested back in 2006 and in 2012 was assigned a risk assessment score of 4 (moderate-high risk). The risk rating system was implemented in 2012 to provide Parole Officers, and others, insight into the possibility of an individual’s proclivity to re-offend. According to the California Department of Justice website, they peg the accuracy of the risk ratings between 70-75 percent.Cedric-Holland-sketch

CBS13 spoke to the mother of the first victim from Holland’s 2006 conviction. “Prosecutors at the time told me since he was an adult then he would be looking at 25 years,” she told the station. That never materialized,  as Holland pleaded no-contest to the charges and served six years. He was sentenced as a juvenile and not an adult since his crimes were as a juvenile.

The mother concluded, “If he had been serving 25, he wouldn’t have had access to this little girl.”

A sketch artist, with the Sacramento County Sheriff’s Department, working with the girl and witnesses, was able to come up with an eerie likeness of Holland.

Clearly Sacramento has lost a true friend and musician as sympathy came flooding in from around the world. One Facebook user wrote, “It feels like I’ve lost someone close to me and I haven’t even met him nor had the privilege of seeing him live. I pray for the rest of the band and Chi’s family just like I’ve prayed for his health.”

With the overwhelming response to his passing, the servers for OneLoveForChi.com, cohosted at Hostgator.com, crashed over the weekend. However, Hostgater.com upgraded the server, at no additional cost, to handle the increase in traffic.

Cheng was left in a coma after suffering major injuries in a car accident in Santa Clara, Calif. He was driving with his sister when their car collided with another car, causing the vehicle he was driving to rollover. He was not wearing a seatbelt and was ejected from the car. His sister, who was wearing a seatbelt, sustained minor injuries.

A Sacramento native, Cheng attended CSU Sacramento. He authored a collection of poetry, releasing it as a Spoken Word album titled “The Bamboo Parachute.” Cheng was a practicing Buddhist with an interest in Shamanism and Taoism.

Helping out his hometown of Sacramento, Cheng sponsored a community service group to aid the homeless in developing their musical talents.

OneLoveforChi.com was created to help raise funds to help pay for Cheng’s skyrocketing medical expenses. The initial target was to raise $20,000 then went on to raise over $500,000 in 2010.

Animal rights group PETA also jumped in to help out by providing 20% of the income from a “Happy Families, Not Happy Meals” T-shirt that was designed by Chi. Donating the proceeds to the One Love For Chi foundation.

Cheng was one of the co-founders of the Deftones, forming the group with Sacramento natives, Chino Moreno, Stephen Carpenter and Abe Cunningham. He performed on the band’s first five albums, with the final album being “Adrenaline,” which was released in 1994.

Bassist Sergio Vega, originally from the band Quicksand, stepped in to help out. He continues to perform with the band.

A candlelight vigil is schedule for Sunday night at 6:30 at Cesar Chavez Park in downtown Sacramento.

The families statement is below:

Our dearest Family,

This is the hardest thing to write to you. Your love and heart and devotion to Chi was unconditional and amazing. I know that you will always remember him as a giant of a man on stage with a heart for every one of you. He was taken to the emergency room and at 3 am today his heart just suddenly stopped. He left this world with me singing songs he liked in his ear.

He fought the good fight. You stood by him sending love daily. He knew that he was very loved and never alone. I will write more later. I will be going through the oneloveforchi and any other information may not be reliable. If you have any stories or messages to share please send them to the onelove site. Please hold Mae and Ming and the siblings and especially Chi’s son, Gabriel in your prayers. It is so hard to let go.

With great love and “Much Respect!” Mom J (and Chi)
